INTRODUCTION

The Exeter Water Department has applied for funds through the State of New Hampshire Department of Environmental Services Drinking Water State Revolving Loan Fund (DWSRF), in accordance with Chapter Env‑Dw 1100. This document addresses the requirements of Env‑Dw 1107; the Environmental Review.

DETAILS of PROJECT

The proposed project is intended to reduce Disinfection Byproducts (DBP's).  The project involves changing the disinfection process at the SWTP from chlorine to ultraviolet (UV) light for primary disinfection and chloramines for secondary disinfection.  Chloramines would also be added for secondary disinfection at the GWTP.  Due to the age and size constraints at the existing SWTP, a new building would be required to house the additional equipment. Also, a new structure would be required at the GWTP to house the chloramines due to building code requirements relative to storage of chlorine and ammonia (for chloramines). 

The preliminary cost estimate is $1,150,000; however, the Town of Exeter has applied to borrow up to $1,500,000 to finance the project and to provide a cost contingency due to challenging site constraints.

PUBLIC REVIEW

The Town of Exeter voted to authorize funding in the amount of $1,500,000 for this project at the Town Vote on March 16, 2017.  A public notice will be published by the Town of Exeter and a 30-day comment period will be held in accordance with the DWSRF rules.
