School, Union, Garfield & Kossuth Streets Utility Improvement Project
Separate sealed BIDS for the construction of: new sewer, drainage, water, curbing, sidewalk reconstruction, and roadway reconstruction on School St, Union St, Garfield St, and Kossuth St will be received by the Town Office at 10 Front Street, Exeter, NH 03833 until 3:00pm Local Time on May 18, 2026 and opened at the Board of Selectmen’s meeting at 7:00pm.
- Completion time for the project will be calculated as calendar days from the date specified in the “Notice to Proceed” as follows:
From the start date of the Notice to Proceed, the entire project work must be substantially completed within:
300 calendar days for the Base Bid
With added days if the bid alternate is selected:
30 calendar days for Bid Alternate A
Liquidated damages will be in the amount of $1,500, for each calendar day of delay from the date established for substantial completion, and $1,500 for each calendar day of delay from the date established for final completion.
- Each General Bid shall be accompanied by a Bid Security in the amount of 5% of the Total Bid Price.
- The successful Bidder must furnish 100% Performance and Payment Bonds and will be required to execute the Contract Agreement within 10 days following notification of the acceptance of their Bid.
- Any contract(s) awarded under this Advertisement for Bids are expected to be funded in whole or in part by:
A loan from the NH Clean Water State Revolving Fund.
A State Aid Grant from the NH Department of Environmental Services (SAG).
- Utilization of Minority and Women's Business Enterprises (MBEs and WBEs). The successful Bidder on this work must demonstrate compliance with the U.S. Environmental Protection Agency's MBE/WBE rule in order to be deemed a responsible bidder. The requirements for bidders and contractors covered by this rule are explained in the Information for Bidders.
- The successful Bidder on this work is subject to U.S. Department of Labor's Davis Bacon wage provisions.
- The successful bidder on this work is subject to the "American Iron and Steel (AIS)" requirements of the CWSRF and DWSRF programs.
- The successful bidder on this work may be subject to the "Build America, Buy America (BABA)" requirements of the CWSRF and DWSRF programs (see pages 5-6 of this section).
- No Bidder may withdraw a Bid within 60 days after the actual date of opening thereof.
- A mandatory pre-bid meeting will be held on April 30th, at 10:00am at the Town of Exeter Department of Public Works, 13 Newfields Road, Exeter, New Hampshire, 03833.

- Addenda to this bid document, if any, including written answers to questions will be emailed directly to bidders by May 14th. Bidders must acknowledge receipt of all issued addenda in their Bid (page A-3.2).
